WILTON WATER WORKS MINUTES

JULY 29, 2009

 

COMMISSIONERS: Chairman Jim Tuttle (JT), Charles McGettigan (CM) and Stanley Schultz (SS).  Other attendees: Carl Somero (Water Superintendent), Dennis Maki (Water Dept.), Joanna K. Eckstrom (JKE) – Secretary; Victor Lushear – water user.

 

WWW assembled at 7:00 PM for purpose of discussing accounts payable; business meeting called to order by Jim Tuttle at 7:45 PM. 

 

AGENDA:

 

MINUTES JUNE 24, 2009 – (JT took the minutes, JKE transcribed).  Moved - by CM, second by SS to accept the minutes of June 24 as presented.   All commissioners in favor.

 

OLD BUSINESS:

 

1.       TANK PAINTING PROJECT – update:

a.       sealing, grouting delayed because of rain. 

b.      Padlocks to be re-distributed / re-installed at WWW properties after all work done. 

c.       About $4,000 is due to Limerick Steeplejacks (Greg).

d.      Inspections - $10,000; $1,000.00 (has been) paid to Utility Inspections Services

 

2.       Backflow Devices Installation:

a.       House of Pizza is complete.

b.      Joan Lemire’s building needs finishing - building has one device on 1 1/4" line.  The 3/4 " line needs a backflow device.   WWW will pay for the 3/4" backflow device.  Joan will be expected to pay for any labor or re-plumbing work and the required materials that are needed to retrofit or repair both service lines.  This includes pressure reducer or check valves that may be defective or full of sand. 

c.       LA Limo is not done.

d.      Testing / Inspections – Diane Nilsson prepared letter advising users of Backflow Inspection and Testing and JT had sample (proposal) from New England Backflow Inc.  SS suggested that JKE and JT edit refine these letters and mail to users in next few weeks.  There are about 30 users; JT will get database from Pennichuck to use for mail merge.

 

3.       Holt Road Chlorinator – (chlorinator house located near Herlihy driveway and Markaverich house.)  The quote for 12" gate valve needed to shut off water is $1,440.00.  This will be anchored to foundation wall with 3/4" steel rods.  Old chlorinator to be removed after this with manhole installed in Markaverich driveway to allow access to re-connect reservoir line to system in the manhole in an emergency.  Remaining foundation to be cut off below ground level and filled in.  The driveway pavement will be restored with only the manhole cover left at ground level. 

Carl says that, excluding Highway department time, it should take 2-3 hours.  Project will be scheduled for mid-August.

4.       Generator Grant Funding Application:  WWW application was rejected for this funding round.  There is another grant (through Homeland Security) that is worth pursuing.  The application will be referred to Tom Herlihy, Wilton’s Emergency Response Coordinator.  Deadline for this application is 9/30/09.

 

The agenda was modified to hear the concerns of water user Victor Lushear, 15 Seagroves Road.  On May 4, 2009, extensive work was performed at Lushear property to fix a leaking water line.  Lushear noted that in past WWW made repairs / restored service to neighboring users without charge.  He was issued a bill that he felt was excessive and should be shared with the WWW.  WWW compared the bill with the work order and discovered that an error had been made.  Mr. Lushear’s bill was corrected. 

 

Commissioners noted that while repair work was underway, it was discovered that a neighbor whose property is being renovated was drawing water from the Lushear property via a garden hose on the outside faucet.  Commissioners said sharing is fine for short-term or emergency use, but not for 8 months.  Mr. Lushear was advised that he is in violation of WWW policy and safety standards and he must cease sharing his water immediately.  Neighbor will be informed of this also. 

 

WWW apprised Mr. Lushear that they’d re-consider ‘fairness’ in the bill after other agenda items were cleared and would let him know results in two or three days. 

 

(After all other agenda items were heard, Commissioners determined that WWW records are unclear about when the shut-off nearest to the Lushear house was installed or why the shut-off was not placed alongside two others at the top of the road.  WWW would accept some of the costs for repairis.  A letter and revised bill will be mailed to Mr. Lushear.)

 

RETURN TO OLD BUSINESS AGENDA:

5.       Leak Detection Grant Funding  - information such as age, linear footage of pipes will be needed for survey.  Leak detection will help determine useage of water as well as help detect unmetered services.  SS said that the state asks for this info to assess value of town.  He suggested that WWW contact Paul Desrosiers, former Sewer Commissioner, for advice on this.  JT said that eventually GPS systems will show locations of pipes and hydrants.  SanTech Engineering (Bennett) is able to do this with data that has already been collected.  Consesnsus of commissioners to go ahead with Santech.

6.       Pump Station Equipment Purchase  

a.       Per the AD Instruments invoice of June 3, 2009, alarm panel / door switch doesn’t operate correctly.  The (Mission) equipment that has been installed for two weeks is not designed to ‘talk’ to MACC Base, even though commissioners were assured it would.  It is vendor responsibility to fix this.  JT will contact Tom McPherson (AD Instruments) to resolve the issue.  In the meantime, consideration will be given to hooking up old system.

7.       Chemicals – Harcross – account has been established with $5,000 line of credit.  Caustic Soda has arrived with other ordered items to follow.  Dennis, etc. was told of safety precautions for using new products and was MSDS sheets for same.  Michelle Fontaine is local rep for Harcross.

 

NEW BUSINESS: (ITEMS 1 AND 2 PREVIOUSLY ADDRESSED)

3.       Pump Station Operations – Carl is officially on-board as Water Superintendent on August 1.  Coincidentally, he will be on vacation from Aug. 1st-8th.  A calendar / schedule will be developed so that coverage is assured 24/7.  SS distributed Emergency Contact Phone numbers (for internal use) that will be posted strategically.  Carl distributed a Daily Work Schedule – describes routine tasks for pump station.  Dennis will do coordinate/observe with Carl this Friday.

4.       Tank Exterior Cleaning Project – JT has two proposals to pressure clean tank exterior.  Quotes are within $35 of each other.  Go ahead given for Granite State Pressure Washing to do the job. 

5.       Hydrant Flushing Plan – blow and flush will take place week of Aug. 10 to 15, 6 to 11 PM.  CM will place ad for this.  Carl will check with Milford to see if their equipment can be borrowed or rented.

6.       Emery & Garrett /Ryman’s Excavation – project cost $4,600 everything is on target and on budget.

7.       School Road Water Line Damage – JT reported that approximately 25,000 gal of water was lost.  Selectmen have been apprised that WWW will render bills to the Wilton School Board for the repairs that it had to do … $2,850 for July 9 and $943 for 7/13.

8.       Production Wells Water Test – Carl has confirmed that Chemserve can do these tests.  He has the bottles.  Will try to keep to Pennichuck’s schedule.  For July-August, it should be done before flushing is done.

 

Other Business:

Emergency Plan -  Ms. Eckstrom revised Emergency Plan to reflect replacement of Pennichuck Water Service with Carl Somero / Water Superintendent.  Plan was approved by NHDES; copies of plan distributed as appropriate.  Emergency Contact List (State) has been updated.

Alan Preston will be given go ahead to insulate back room of pump station at $1,500.  This will make room useable for phone calls, etc. as well as prevent freezing.

 

There being no other business, the meeting was adjourned at 10:30.
