February 28, 2007

COMMISSIONERS:   Chairperson Jim Tuttle; Tom Herlihy and Charlie McGettigan.

Jim Tuttle called the meeting to order at 8:11 p.m.

Minutes – January 31, 2007

MOTION:     Herlihy/McGettigan to approve 1/31/07 minutes as written. All in favor.

Pennichuck (PWW): Mr. McGettigan looked at the potassium hydroxide readings at the pump house and found that from January 3rd through the 29th the system was using 12.31 gallons per day. He will get the readings for February and give them to either Chris Conti or Mr. Herlihy, who will then contact Pennichuck. He will also contact Winwood Compliance regarding the price of Coyne chlorine tabs and then Bernie regarding that price. Mr. McGettigan will also contact Marco regarding an incident with Bursey Stanton that happened three weeks ago. Mr. Herlihy will contact Bernie regarding emergency situations and water-user problems that fall outside the maintenance contract. He will ask Pennichuck to contact Steve at the highway dept. and one of the water commissioners when there is a problem.

Reduced Salt Use: The Wilton police chief, fire chief, the Lyndeborough/Wilton/Temple Ambulance, and the Superintendent of Schools have signed letters supporting low salt usage on Route 31 South near the Wilton municipal wells. The Wilton Selectmen are the only representatives who have not signed the letters.

Upper Main Street Services: Dawn Tuomala gave the Commissioners a map of the downtown services. There are some services that need to be changed before the sidewalk project is completed: possibly Monadnock Survey/Dr. Roy; Keefe Law Office; Magic Mirror and Cheever and Sullivan Law office. Once the Lot 48 service is in place, it will need a backflow device.

System for Backflow Devices for New Businesses: Mr. Herlihy will write a letter to Bill Condra, Wilton Building Inspector, asking him for his help in setting up a system whereby new businesses cannot receive occupancy permits until they have had backflow devices installed and inspected.

September Meter Readings/Bills: Mr. Herlihy will contact Jane Farrell regarding unpaid/late bills as well as new service that should have been billed for two units.

Missing Backflow Device: Mr. McGettigan reported that Pennichuck tried to find the backflow device inside Roedel’s white building in order to test it, but couldn’t find it. Mr. McGettigan will find it and contact Pennichuck.

Backflow Readings Records: Mr. McGettigan will contact the appropriate person at Pennichuck and ask for copies of the last backflow inspection reports as well as the inspection report that was done at Hillsborough Mills.

Trailer for Spill Mitigation on Route 31 S.: Mr. Herlihy has arranged to purchase a 32’ x 8’ stor-a-van trailer with office from William Scotsman, Inc. in Pelham. The price installed is about $10,330.

MOTION:     Tuttle/McGettigan to purchase the above-described trailer at a price not to exceed $10,500. All were in favor.

Interior Painting of Water Tank: Mr. Herlihy will contact Merithew regarding the Clerk of the Works job and what the bid would be to do the job this summer. He will also contact Pennichuck about the chlorine pump operation during the tank painting. Will the setup we have now work during constant pumping?

MOTION: Herlihy/McGettigan to adjourn the meeting. All in favor.

The meeting adjourned at 10 p.m.
