COMMISSIONERS:   Chairperson Jim Tuttle; Tom Herlihy and Charlie McGettigan.

Jim Tuttle called the meeting to order at 7:45 p.m. 

Minutes – April 26, 2006

MOTION:     Herlihy/McGettigan to approve the 4/26/06 minutes as written.  All were in favor.

River Crossing: Ben Lundsted, from CEI, presented one bid, from J. Parker & Daughters, Inc., for phase I and III of the river/ RR crossing project. He said the specs had been distributed to 12 companies for bidding and the bids were due on May 24th. There was discussion about this bid and whether to meet with Mr. Parker.

MOTION:     McGettigan/Herlihy to delay action on the bid for one week. All in favor.

Mr. Herlihy and Mr. Tuttle will meet on Thursday, June 8th, to go over the bid. Mr. McGettigan will be out of town.

Mr. Tuttle explained that because of all the rain, the Highway 101 boring project will begin in a slightly different place on the Eastview property. He gave the coordinates to Ben, who will supervise the project.

Rebecca Balke, with CEI, brought the Engineering Proposal for Construction Services, dated April 25, 2006, to the Commissioners’ attention. They discussed the contract, especially the resident inspector. All agreed that there would be times when the resident inspector would not need to be there and there could be flexibility with when he/she would be on the job. Mr. Tuttle signed the contract.

Painting Inside of Tank:    Mr. Herlihy to contact Robert Merithew re: whether to have the tank re-inspected before making a decision about interior painting.

Length of Meetings: The Commissioners discussed paying bills at the end of the meeting but decided to keep it from 7 to 7:30 p.m.

MOTION:     Herlihy/McGettigan to begin the business meeting at 7:30 p.m. and end at 10 p.m. unless there is a motion and a unanimous vote to extend the meeting for a stated length of time. All in favor.

Recharge Area: Mr. Herlihy will contact Emory & Garrett Groundwater about looking at the new gravel district and how it might affect the recharge area of the wells.

Hydrant Painting: Nick Jowders is interested in painting the hydrants and will do it after work in

the afternoons and on Saturdays. He is already a Town employee, so he is insured.

Site Work: Mr. Tuttle reported that he worked at the property on Route 31 S. for 12 days. The Commissioners rented a tractor from Chappel Tractor for 11 days, but because of a couple of problems with the machine, were only charged for 5 days. The bill came to $2,570, which included $70 for transport of the unit.

MOTION:     Herlihy/McGettigan to adjourn. All in favor. The meeting adjourned at 11:10 p.m.

·        Get year-end financial report from Carla & check to be sure that all bills to CEI have been paid.

·        Arrange with DOT dates on which to meet with police, fire, schools, highway, etc. for low salt program along Route 31 South.

·        Look at list of water users to see if any are in need of testable backflow devices.

·         Arrange to get the debris cleaned up at the dry hydrant area at Stockwell Brook Dam.

·         Arrange for electrician to encase telemetry wires in conduit & install motion detector at water tank.

·         Purchase the following items from Granger: secondary containment pallets for 55 gallon barrels and a 20-gallon chemical spill kit.

·         Get current copy of plumber’s insurance on file for Porter Plumbing.

Tom Herlihy

·         Contact Merithew regarding possibly re-inspecting inside of water tank.

·         Call Dan Tinkham at E & GG re: remaining 4 test well security caps & recharge area.

·         Put together list of deadlines for annual, semi-annual, monthly etc. reports and tests.

·         Create Emergency Water Supply Connection plan.

·         Contact PSNH to relocate transformers at pump station.

FUTURE PROJECTS

·         Test Emergency Contingency Plan in 2006 per DES.

·         Install testable backflow devices at the following locations: Fire Station, domestic & sprinklers; two sewer pump stations; water pump station; hydrant for bulk water users; two cemeteries; Recycling Center; LA Limo; Bursey’s; Bakery; Dr. Roy’s, Rantimaki (if needed) & Intervale Rd photographer (if needed).

·         Find domestic and sprinkler shutoffs at Draper Energy.

·         Come up with revised rules & regulations after reviewing those of similarly sized towns. These to include standardized costs for bringing new service to residences and businesses as well as costs for meter installations, among other things.

·         Legal document – 40 Madison Street.

·         Replace 3 left-handed valves on Abbot Hill Acres Road.

·         Paint inside of water tank before 2006.

·         Retrofit pump at Everett well.

·         Install 8” main on Intervale Road

·         Locate site for second water tank.
