Jim Tuttle called the meeting to order at 7:12 p.m.
Minutes January 25, 2006
MOTION: Herlihy/McGettigan to approve the 1/25/06 minutes as printed.
All were in favor.
Rebecca Balke and Ben Lundsted, from Comprehensive Environmental Incorporated
(CEI), were present to talk about a number of different projects in the
works.
Wellhead Protection: Rebecca presented an update to the Source Protection Feasibility Study. Next she will present it to DES and DOT for final approval. She will eventually approach DES for funding.
Relocation of Electrical Service at Pump Station: Mr. Tuttle spoke with someone at PSNH and found out that there are no PCBs in the oil in the transformers at the pump station. He also found out that PSNH has a formula for the distance that transformers must be located from wells based on gallons per minute pumped. PSNH is doing the research and will get in touch with Mr. Tuttle.
Highway/RR/River Crossing: Ben presented the only bid that was received for phase II, boring under Highway 101. It was from Engineers Construction Inc. (ECI) of Burlington, VT. He spoke with representatives from the four other companies that were invited to bid and they all had logical reasons for why they chose not to bid. One of the companies may bid on phases I and/or III. The Commissioners are debating which size sleeve to put under the highway, in order to allow for future upgrades to the system. The RR requires a 42 sleeve. The permit for DES is nearly ready to submit. One of the items missing is the permission letter from Heidi Blackmer.
Water supply & distribution System Modeling: Rebecca presented a SOW involving seven components: Create Base Map in WaterCad; Estimate System Demands; C-Value and Fire Flow Testing; Model Calibration; Evaluate Modeling Results; Storage Tank Evaluation; and Grant Considerations.
.C-Value Testing: Mr. Tuttle asked Rebecca if there was any further testing that could be done to find out more about the 100 year-old pipes under Main Street, She answered that digging one up and cutting a piece off is really the only way to know the condition for sure. Rebecca presented an Engineering Proposal for Design & Construction of Main Street Water Main Improvements SOW which involves removing and replacing all the water lines and services in downtown Main Street.

ACTION ITEMS

Get year-end financial report from Carla & check to be
sure that all bills to CEI have been paid.
Set up meeting with Bernie Russo (Pennichuck) for week of 2/7.
Re-check last valve on Main Street.
Arrange with DOT dates on which to meet with police, fire,
schools, highway, etc. for low salt program along Route 31 South.
Look at list of water users to see if any are in need of testable
backflow devices.
Arrange to get the debris cleaned up at the dry hydrant area
at Stockwell Brook Dam.
Arrange for electrician to encase telemetry wires, at water
tank, in conduit.
Measure diameter of monitoring wells on Route 31 S.
for ordering locking lids.
Purchase the following items from Granger: secondary containment
pallets for 55 gallon barrels and a 20-gallon chemical spill kit.
Get current copy of plumbers insurance on file for Porter
Plumbing.

Contact Robert Merithew and ask for itemized proposal for Clerk
of the Works position relative to interior tank painting job.
Put together list of deadlines for annual, semi-annual, monthly
etc. reports and tests.
Create Emergency Water Supply Connection plan.

FUTURE PROJECTS
Test Emergency Contingency Plan in 2006 per DES.
Install testable backflow devices at the following locations:
Fire Station, domestic & sprinklers; two sewer pump stations; water
pump station; hydrant for bulk water users; two cemeteries; Recycling Center;
LA Limo; Burseys; Bakery; Dr. Roys, Ranamaki (if needed) & Intervale
Rd photographer (if needed).
Find domestic and sprinkler shutoffs at Draper Energy.
Come up with revised rules & regulations after reviewing
those of similarly sized towns. These to include standardized costs for
bringing new service to residences and businesses as well as costs for
meter installations, among other things.
Legal document 40 Madison Street.
Replace 3 left-handed valves on Abbot Hill Acres Road.
Paint inside of water tank before 2006.
Retrofit pump at Everett well.
Install 8 main on Intervale Road
Locate site for second water tank.
