Jim Tuttle called the meeting to order at 7:10 p.m.
Presentation Matthew Lundsted: Matt Lundsted, with Comprehensive
Environmental, Inc.:
· presented names of four potential bidders for the second
river crossing project. The bids are due on 9/29. Matt will email the Commissioners
when the bids are in and they will meet and take a vote on who they will
hire.
· said that the pipe jacking bids, for going under the RR tracks,
are due shortly after the river crossing bids.
· brought copy of new grant application for Vulnerability Assessment
– survey of affected land and said that two bids had already been received
but they were waiting for a third.
· mentioned three changes to Draft Vulnerability Assessment
& asked Commissioners to contact Rebecca if they found any errors or
had additions or comments. Mr. Tuttle pointed out that the report said
that there is a generator to run the pumps if the power goes out, but there
is not, the pumps run without power. Mr. McGettigan corrected the spelling
of the Abbott well.
· discussed C-value testing over 2 field days. Mr. McGettigan
& Matt will coordinate a time within the next two weeks to get this
done.
· said that some engineering changes may need to be made
to the BMP plan chosen at last month’s meeting because the catch basin
may need to be larger than the one already in place on Rt. 31 S.
Backflow Preventer Devices: A list was compiled of businesses/services
in Town that may not have testable backflow preventer devices. Mr. McGettigan
will arrange with Jan Wrona and plumbers
to have the appropriate devices installed.

MOTION: McGettigan/Herlihy to approve the 8/31/05 minutes as written.
All were in favor.
Interior Tank Painting: Mr. Herlihy reported that he had
a conversation with Robert L. Merithew, Inc. of Raynham, MA, a potential
Clerk of the Works for the job, and after reviewing the tank report, he
felt that it would be better to wait until the spring to paint the tank.
The Commissioners agreed to wait. Mr. Herlihy will contact Mr. Merithew
and ask for an itemized proposal regarding the Clerk of
the Works Position.
Emergency Connection to Water Tank: Mr. McGettigan measured for a T
and gate for an emergency connection at the water tank and got a price
of $876.00 for the parts. The Commissioners agreed to go ahead with the
project. Mr. McGettigan will purchase the parts.
Quinn Bros. Gravel Operation: Mr. Herlihy contacted Mr.
Quinn and asked him to both use and park the stump grinder outside of the
wellhead protection area if it is going to be on site for more
than a week.

· Arrange for plumber to encase telemetry wires, at water tank,
in conduit.
· Count the monitoring wells on Route 31 S. and measure the
sizes of the caps – for ordering locking lids.

pallets for 55 gallon barrels and a 20 gallon chemical spill kit.

Clerk of the Works position relative to interior tank painting job.
· Contact Tom Quinn and ask him for a key to the gates.
· Contact Dan Tinkham at EGGI re putting the HTE monitoring
wells on the Quinn Brothers plan.
· Contact EGGI re most recent monitoring well results.
· Design invoice for Backflow Preventer Testing program.
· Put together list of deadlines for annual, semi-annual, monthly
etc. reports and tests.
· Create Emergency Water Supply Connection plan.

· Contact Pelletier re interest in logging job on Route 31.
· Call Bruce Lewis and ask him to contact A & D Instruments
as part of revamping alarm system at pump house.
FUTURE PROJECTS
· Test Emergency Contingency Plan in 2006 per DES.
· Install testable backflow devices at the following locations:
Fire Station, domestic & sprinklers; two sewer pump stations; water
pump station; hydrant for bulk water users; two cemeteries; Recycling Center;
LA Limo; Bursey’s; Bakery; Ranamaki (if needed) & Intervale Rd photographer
(if needed).
· Find domestic and sprinkler shutoffs at Draper Energy.
· Come up with revised rules & regulations after reviewing
those of similarly sized towns. These to include standardized costs for
bringing new service to residences and businesses as well as costs for
meter installations, among other things.
· Legal document – 40 Madison Street.
· Replace 3 left-handed valves on Abbot Hill Acres Road.
· Paint inside of water tank before 2006.
· Retrofit pump at Everett well.
· Install 8” main on Intervale Road
· Locate site for second water tank.
