Jim Tuttle called the meeting to order at 7:15 p.m.
OLD BUSINESS
Minutes – December 17, 2003
MOTION: Mr. Herlihy moved to approve the 12/17/03 minutes as written.
Second by Mr. McGettigan and all were in favor.
River/RR Crossing: Attorney Donovan said that there are a number of
different surveys of the land involved with the crossings. He said that
he will contact Dawn Tuomala and get copies of the surveys that show the
easements on the Eastview side of Route 101 and try to sort out the boundary
questions. He also said that the deed for the Chow property, on the south
side of the river, states that the property ends at the south bank of the
river. The deed for the Elm Street Trust property, on the north side of
the river, states that their property goes to the center of the river.
So it is unknown who owns the south side of the river from the center to
the shore. He researched it back 50 years but could not find out who owns
to the middle of the river. He suggested adding language to both the Chow
and Elm Street Trust easements that would give WWW permission to go under
the river, assuming that either party may own parts of the river. Attorney
Donovan will pursue this language with Mr. Chow and Attorney Sullivan.
Attorney Sullivan, who represents Elm Street Trust, said that they will
grant an easement for no charge but want to be reimbursed for any electricity
lost if the dam is disturbed.
Mr. Tuttle has the engineering work from Gary at L.H. White. He will
get this to Jeff Martin of Henniker Directional Drilling and also will
ask Jeff to set up an appointment with Mr. McGettigan to see the site.
Mr. Herlihy will get the pipe jacking specs from Mr. Thayer of Guilford
RR and get these to Jeff also.
MOTION: Mr. Herlihy moved, Mr. Tuttle seconded, a motion to go into
non-public session in order to discuss land acquisition negotiations. All
were in favor.
Discussion of possible acquisition of Quinn land on Route 31 South
in exchange for removal of gravel from town land on Route 31 South. No
decisions were made. The Commissioners will continue discussion at future
meetings.
MOTION: Mr. Tuttle moved, Mr. Herlihy seconded, a motion to come
out of non-public session. All were in favor.
Backflow Preventer Testing: Jan reported that all but 2 at Label Art,
2 at Souhegan Wood Products and 1 at Riverview Mill have been tested. He
is waiting for parts from County Stores and then will test those remaining.
2 have failed, so he will need to go back and retest them after they have
been repaired. Jan will get a copy of Milford’s failure notice to Mr. McGettigan
and Mr. Herlihy.
Interior Tank Painting: Mr. McGettigan met with Marcel Paieur Painting
Co. and let them take the photos of the tank. He needs to get the photos
back and he needs to call Hemi Enterprises. He called Pittsburgh Tank but
hasn’t heard back.
NEW BUSINESS
American Water Works Membership: The Commissioners agreed to join for
one year, at a membership cost of $164. After the year they will determine
whether the membership is worth the price.
MOTION: A motion was made to adjourn the meeting. The meeting was
adjourned at 9:20 p.m.

ACTION ITEMS
Charlie McGettigan
• Meet with Jan Wrona and pick up Failure Notice.
• Retrieve tank photos from Marcel Paieur.
• Call Hemi Enterprises re: interior tank painting.
• Meet with Jeff Martin, of Henniker Directional Drilling, and show
him the crossing sites.
• Work with Roger Kielig to take over sampling the test wells on Route
31 S.
• Arrange for Jane or Doreece to contact Sam Proctor to set up an appointment
for installation of the meter and backflow device at 40 Madison Street.
• Arrange for Porter Plumbing to install meter & backflow device
at 40 Madison Street as well as checking to be sure well is not cross-connected
to Town water. Get current copy of plumber’s insurance.
• Complete water system mapping project.
• Continue working with Jan Wrona regarding RPZ & DCVA testing.
• Schedule with the Wilton highway dept., Jaffrey Water Dept., Staiti
Excavation, Bruce Heck or Pennichuck Water Dept. these following projects
to be done before winter:
• Remove the loam from the pump station driveway.
• Arrange for loam to be delivered and grass planted at the new reservoir.
• Replace and relocate hydrant on Russell Street.
• Replace and relocate hydrant on Intervale Road.
• Install 6” gate in main line at Dale & Laurel Hill Street.

• Create WWW Failure Notice
• Get pipe jacking specs from Thayer.
• Contact Peggy Arn regarding financial issues.
• Create Emergency Water Supply Connection plan.
Jim Tuttle
• Get engineering materials to Jeff Martin and ask him to meet with
Charlie to visit the river/RR crossing site.
Attorney Donovan
• Contact Dawn Tuomala regarding surveys and easements on Eastview
side on Route 101. Write easement language for Mr. Chow’s property and
Elm Street Trust’s property.
FUTURE PROJECTS
? Establish schedule & set rates for backflow preventer testing.
? Replace 3 left-handed valves on Abbot Hill Acres Road.
? Get a price for paving a piece of the parking lot at the Pump Station.
? Survey all Wilton Water Works properties and set the bounds.
? Come up with revised rules & regulations after reviewing those
of Milford, Merrimack, Peterborough & Greenville. These to include
standardized costs for bringing new service to residences and businesses
as well as costs for meter installations, among other things.
? Secure engineering contract for sealed drainage system at well sites.
? Paint inside of water tank before 2006.
