Jim Tuttle called the meeting to order at 7:20 p.m.

NEW BUSINESS

Jeff Martin, with Henniker Directional Drilling, was present to look over the second river/RR crossing plans. He is a contractor who has experience working with railroad companies. He could possibly be hired as a contractor for the project and could hire a pipe jacker for the RR portion. He will meet with Mr. McGettigan and look at the site.

OLD BUSINESS
Minutes – October 29, 2003
MOTION: Mr. Herlihy moved to approve the 10/29/03 minutes as written. Second by Mr. McGettigan and
    all were in favor.
River/RR Crossing: Meridian Land Services is gathering the data and writing a description of the land involved
in the river/RR crossing – Milford Elm Street Trust and Guilford Transportation Industries. Attorney Donovan
will write the easement language that will eventually be recorded. Mr. McGettigan will call Dawn Tuomala, of
Monadnock Survey, to get two copies of the plan she did which shows the easements on the Eastview Condo
side of Route 101.
Quinn Brothers Gravel Operation – Route 31 S: A letter was received from Mr. Quinn stating that the plans are
still being reviewed by Mr. Quinn’s groundwater engineering firm, GZA. He has requested a continuance with the Planning Board to January, 2004.  Emery & Garrett Groundwater will review GZA’s assessment for the WWW. Mr. Herlihy will contact Attorney Donovan re: the possibility of selling gravel on WWW land.
Backflow Preventer Testing: Mr. McGettigan gave Jann a list of 10 to start with. To be continued.
Interior Water Tank Painting: Two companies have been contacted. Mr. McGettigan will call Pittsburgh Tank.
All interested companies need to come to Wilton, look at the report and the tank.
Flagging WWW Properties: The commissioners received a bid from Robert Todd Land Surveyors. They will
wait until December 19th to receive a bid from Monadnock Survey. If no bid is received, they will go with Todd.
Test Wells along Route 31 S:  Roger Kielig Engineering installed the test wells on December 6th. Mr. Kielig will
do the sample testing at first but will teach Mr. McGettigan how to do it.
MOTION: Mr. Herlihy made a motion to adjourn the meeting, seconded by Mr. McGettigan with all in favor.
    The meeting was adjourned at 9:28 p.m.

ACTION ITEMS

Charlie McGettigan
• Meet with Jeff Martin, of Henniker Directional Drilling, and show him the crossing sites.
• Contact Attorney Sullivan re: original easement language with Eastview Condos.
• Call Dawn Tuomala re: getting two copies of plan showing easements of condo side of Route 101.
• Work with Roger Kielig to take over sampling the test wells on Route 31 S.
• Call Pittsburgh Tank & one other company re: interior tank painting.
• Arrange for Jane or Doreece to contact Sam Proctor to set up an appointment for installation of the meter and backflow device at 40 Madison Street.
• Arrange for Porter Plumbing to install meter & backflow device at 40 Madison Street as well as checking to be sure well is not cross-connected to Town water. Get current copy of plumber’s insurance.
• Call Monadnock Survey and have them send the board a letter of interest in regards to flagging all WWW properties -  by December 19th.
• Complete water system mapping project.
• Continue working with Jan Wrona regarding RPZ & DCVA testing.
• Schedule with the Wilton highway dept., Jaffrey Water Dept., Staiti Excavation, Bruce Heck or Pennichuck Water Dept. these following projects to be done before winter:
• Remove the loam from the pump station driveway.
• Arrange for loam to be delivered and grass planted at the new reservoir.
• Replace and relocate hydrant on Russell Street.
• Replace and relocate hydrant on Intervale Road.
• Install 6” gate in main line at Dale & Laurel Hill Street.

Tom Herlihy
• Meet with Greg Robinson @ LH White & pick up materials.
• Get pipe jacking specs from Thayer.
• Contact Attorney Donovan re: possibility of selling gravel from WWW land.
• Contact Peggy Arn regarding financial issues.
• Create Emergency Water Supply Connection plan.

FUTURE PROJECTS

• Establish schedule & set rates for backflow preventer testing.
• Replace 3 left-handed valves on Abbot Hill Acres Road.
• Get a price for paving a piece of the parking lot at the Pump Station.
• Survey all Wilton Water Works properties and set the bounds.
• Come up with revised rules & regulations after reviewing those of Milford, Merrimack, Peterborough & Greenville. These to include standardized costs for bringing new service to residences and businesses as well as costs for meter installations, among other things.
• Secure engineering contract for sealed drainage system at well sites.
• Paint inside of water tank before 2006.
