Jim Tuttle called the meeting to order at 7:42 p.m.
Minutes - August 28, 2002
MOTION: Mr. McGettigan moved to approve the 8/28/02 minutes as written. Mr. Herlihy seconded and
  all were in favor.

Old Business

1.  Tom Quinn – gravel operation next to WWW recharge area: Mr. Quinn still doing research. Will contact the
board when ready to be on agenda again.
2.  Ken Sullivan Water Service Installation Bill: Mr. Sullivan  said that he was pleased with the work that the water dept. did on his installation and with the speed with which it was done. He did feel that the cost of the
installation was exceedingly high though. He specifically felt that it is unfair for one water user to pay almost nothing for an installation, if they are close to the water main, and for another user to pay thousands because they are farther from the main. The board explained that at this point in time, users are charged time and materials for any installation and because of the location of the water mains, some installations will be more
expensive than others. In the future, the board may consider changing this policy in some way.
3.  Status of Sam Proctor, Jr. Installations: Water line easement deed still not complete. In addition, a letter needs to be sent to Mr. Proctor reminding him that the financial obligation of the water dept. for the shut-off and the water meter installations, at 40 Madison Street, end at the street, except that the water dept. will supply the meter at no charge. Mr. Proctor is responsible for contracting and installing the shut-off and water meter, pursuant to the standard practices of the Town of Wilton Water Commissioners. Attorney Little will be asked to
draft letter by Mr. McGettigan.
4.  Status of current water projects & “to do list”:
    • Repair valves & leaks @ new reservoir. DONE
    • Trees cut @ new reservoir. Not complete. Mr. Tuttle will hire Chappel Farms to do the work.
    • Dam maintenance @ new reservoir. DONE
    • Fence project @ new reservoir. Not complete.
    • Cornerstone Paint Co. references. Postponed until spring. Ms. Nilsson to write letters to be sent to all bidders.
    • Second River Crossing: Mr. McGettigan spoke to George Thayer of Guilford Transportation about the request to bring the water under the RR via directional    drilling. Mr. Thayer said that he would consider it only if a 32” sleeve was put in place prior to the drilling. Mr. McGettigan contacted John @ Bob’s Directional Drilling and asked him to come up with a price for doing the drilling this way. Tom will contact VP of Engineering @ Guilford and try to resolve RR/boring issue.
    • Capital Reserve Account for Second River Crossing: Not done. Tom will email Barry Greene to set it up.
    • Bill Town for materials used in police station water installation. Not done. Mr. McGettigan will complete.
    • Contact Jaffrey re: Holt Road loop. DONE. They are not interested in the job.
    • Clean up debris on Glines property/resolve boundary dispute. Not done. No response from Mr. Glines so will drop from old business.
    • Replace & relocate hydrant on Russell Street. Not done.
    • Replace & relocate hydrant on Intervale Road. Not done.
    • Install 6” gate in main line @ Dale & Laurel Hill Street. Not done.
5.  Discussion of security issues re: wells, pump station & standpipe. There was no discussion.
6.  Letter of Deficiency for Stockwell Brook Dam from DES. There are a couple of things remaining to fix
including the leak @ the base of the dam.

New Business

1.  Emergency plan for wells, pump house & tank due @ end of year. Mr. Herlihy will work on this.
2.  Mr. Herlihy reported that the brush around the tank will be cut next week.
3.  Mr. Tuttle said that the tank is due for inspection in 2003. It was last inspected in 1998. The cost for cleaning
and inspection of the tank and the welds is $2,375. For an additional $300 the company will remove up to 6” of
sediment. The company is Underwater Solutions of Matapoisit, MA and they did the previous inspection.
The meeting was adjourned at 10:15 p.m.

FUTURE PROJECTS

• Come up with revised rules & regs after reviewing those of Milford, Merrimack, Peterborough & Greenville. These to include standardized costs for bringing new service to residences and businesses as well as costs for meter installations, among other things.
• Paint standpipe
• Holt Road loop project
