Accepted Minutes of the Wilton Conservation Commission monthly meeting

 

Called to order by Lynn at 7:00 pm. All member present except Laurence.

 

 

Expected items on the Agenda are as follows:

·               Minutes – Review September Meeting Minutes--Accepted

·               Minutes approved as correct

·               Chairmanship & Member Duties Discussion

·               Budget & Expenditures – Update on 2008 Budget

·               Spencer presentation: 3.5% budget increase due to dam expenses

·         Added $1,000 for Contract Services—may be use for Tracy Tarr presentation.

·         Frog Pond Expenditures to date:

·         Pike Industries  $1,035

·         AH Harris & Sons $142.20

·         NH Hydroseeding $660.

·         Pike Industries $197.06

·         Spencer made motion to pay Alan $450.00. Seconded by Bill, voted in the affirmative by all members

·         Spencer made motion to have Alan continue not to exceed $150. Seconded by Les voted in affirmative by all members

·         Spencer will meet with Milford discuss access to Frog Pond from Milford side

 

·         Dawn Tuomala, a member of Wilton Budget Committee, if we have any CIP plans as the WBC was asking department heads to present negative budges for the coming year.  WCC has no CIP plans

 

7:30 – Expedited Wetland Permit Application for a culvert replacement at 107 Dale Street (Drohan), Tom Carr, Certified Wetlands Scientist

Discussion of replacing culvert on lot D-825 to correct problems with existing culvert

·         Tom: In recent history the pond upstream overtops

·         They want to replace current 15” with 24” culvert to match downstream 24” culver across Dale Street.

·         Temporary  retaining structure will not be higher the 2-3’, therefore it does not qualify as a dam (4’)

 

Spencer made motion to expedite Bill seconded, voted in affirmative by all members

 

8:00 – Land Protection Discussion, (Lot H-56) Gailyn Casaday, with Ann and Carlo Simoni, Owners of

            Charlie McGettigan property (18.3 acres) Bruce Rafter also attended to talk about trails; Lincoln Giger, Four Corners Farm to talk about haying land and least

·         Purchased the land to save it from development

·         Carlo and Ann Simoni are looking for a way to “lighten the burden of buying the property”, therefore they are looking for the best way to sell the development rights

·         Prime soils 4.3 acres

·         May save one lot for future use by family

·         Possible long term lease to Four Corner Farm across the street

Members of WCC suggested the following ways of reducing the cost to the owners:

1.       Farm lease

2.       Trail easements

3.       Land trust

4.       Put under current use for taxes—it appears that it is already under current use

5.       LCIP another possibility

a.       If they sell the development rights as a “fire sale” can that be added as part of the matching 50% to LCIP’s 50%

·         Spencer to contact SPNHF reference appraisers that meet IRS tax codes

 

8:30 – Wetlands Crossing Discussion, Dawn Tuomala, Site Engineer and Mr. Weeks

 

·         Mr. Weeks wants to build a barn on top of the hill above his house

·         His leech field is on top of hill, tank in front of house.

·         Due to the way the land is out it doesn’t make sense to try to go up the hill behind the house, therefore he wants to go up County Road to build a new driveway.

·               Planning Board – Recent and upcoming meetings No Action

·               Provost Subdivision – Update

·               Email from Tracy Tarr reference Retention pond that is to close wet land and vernal pond

·               Spence purposed to appeal Planning Boards of approval in reference notice from Mark Kern of the EPA

·               Spencer will check to see if this issue has been resolve, if not he will write a letter to the WPB

·               We agreed that we would encumber funds to contract with Tracy Tarr to provide an educational session

·               Les made a motion to reimburse Spence $100 for “office supplies” Seconded by Bill
