MINUTES OF MEETING

The Wilton Conservation Commission will hold its regular monthly meeting on Monday,

10 November, at 7:00 PM at the Town Hall Courtroom.

Lynn called meeting to order at 7:04pm. All members present

 

Lynn noted that due to the fact she was unable to post the agenda this meeting will be a working session. No votes will be taken.

 

Expected items on the Agenda are as follows:

·               Minutes – Review of October Meeting Minutes

Not ready at this time.

·               Chairmanship & Member Duties Discussion

Brief discussion of Lynn’s status—she has agreed to continue on for the short term if other members can help her

Lynn thanked members for their efforts

Bill will go to TDR meeting on 12th of Nov (TDR—Transfer of Development Rights

Talk about projector and screen

·               Budget & Expenditures – Update on 2008 Budget; 2009 Budget Discussion

Discussion of carryover of budget for Frog Pond

Chad bill still outstanding for engineering work on Frog Pond

·               ZBA – Recent and upcoming meetings

No November meeting

·               Planning Board

November 5th meeting talked about First Light Farm

17% -18% water runoff from First Light Farm into wet lands across road.

·               Provost Subdivision –No new action

EPA has put hold on project. They are reviewing the impact on wet land areas adjacent to roads

·               Natural Resources Inventory (NRI)

·               Members were very please to review the maps from SPNHF

·               Meet with SPNHF on the 15th –Spencer will notify members of other committees

·               Violations & Complaints – A&T Forest Products; Excessive Vehicles on Properties; Lot F-170

·            McKay Dredge & Fill Request – Update/Status--No news or action by state

·               Open Lands – Update; discussion on the next steps.

·               Local Open Space

·            Wilton-Temple Community Farm, New Land on Abbot Hill Road –Still waiting for approval due to changes in regulations.

·            Route 31 South Easement – Finished

·            Fox Howe Easement – No new information

·            Hoover Easement – The property needs to be walked and signs need to put up

·            Frog Pond – Dam Project Progress; Contraction has built road into Frog Pond area to provide access from Milford area

Discussion of right of way from Milford side of property

·            Carnival Hill – Discussed cutting back the top side of Carnival

Alan will walk the area with Spencer and see what needs to be done.

Anyone interested can meet at Thursday at 8pm at the ball field on Carnival Hill to view proposed project

·            Carnival Hill Community Garden –Nearly wrapped up for the year

Spencer was informed by the garden manager that it was a successful year

·            Four Corners Farm –the north side of the property needs to be walked by WCC members

·            Burns Hill Road Town Forest – Signage Discussion: Les and Spencer are working on this

·            Wegener Memorial Woods on Potter Road – Usage Philosophy Discussion: no discussion

·               Trails –no discussion

·               Miscellaneous – including but not limited to:

-          NH Association of Conservation Commissions Annual Meeting – 01 November

-          Lynn went to meeting

-          Highlights—European land use, using NRI, how to protect agriculture land, “When towns hold easements”

-          Watershed Conference – 15 November

-          Souhegan Watershed Association –Discussed proposed transfer station in Greenville

-          The new transfer station will be in the former Pioneer Plastic Plant. This site is located within a few hundred feet of the Souhegan River.  Any run off will go directly into the river.

-          Souhegan River Local Advisory Committee (SoRLAC) –Update

-          Regional Open Space Team (ROST) – Update 

-          Souhegan Valley Land Trust (SVLT) – Update
