MINUTES OF MEETING

The Wilton Conservation Commission held its regular monthly meeting on Monday,

08 December 2008, at 7:00 PM at the Town Hall Courtroom.

Meeting called to order at 7:05 pm by Lynn.

Meeting started with Ray Shea and Earl Sanford giving a presentation of a subdivision on behalf for C. Simoni of lot H-56. They want to create 6 new lots. Five of the lots will be off Badger Farm; one will be off Isaac Frye Highway. Discussion started with a description of how they will increase the size of culverts. They will be presenting their plan to ZBA on Tuesday, 12/12/2008.  They will need a variance for driveways. Plan includes a privet way to move driveways off Badger Farm. The access to several lots off Badger Farm Rd. is steep and would require excavation to build drives. Bill has walked the site and concurs with the engineer.

Les made a motion that we accept the culverts as proposed, Bill seconded the motion. Motion was voted in the affirmative by all members present. Snowmobile club agreed to trail as located on plans.

At 7:37pm Dawn Tuomala presented plans for the Weeks property (lot number C-10). Mr. Michael Weeks wants to build a barn at the top of his property. He wants to put in a driveway across the wetland in an area where there was a logging landing. Dawn pointed out that there is only 650 feet between the culvert on the adjacent Blackmer property (north) and the access to Mr. Weeks house/driveway. Les suggested that he cut across the slope from his driveway. Michael pointed out that he is having problems with his well and would like to keep the area clear open for his new well.  And Michael has a number of trees that he does not want to cut. Spencer noted that in fifty years all the trees will have grown back. Les suggested that Michael move the drive way north on Old County Farm Rd, skirt the side of the wet land and then cross the wetland at a right angle. The drive way would then continue up the hill to the barn site. This would lessen the impact on the wetlands. Michael agreed to this idea. Dawn will change the plans before going to PB. Motion made by Les:

“To recommend to locate driveway location 250 feet south of Northwest property corner. The wetland culvert location to be determined on new plans.”

 

Les made motion, Bill second motion. Voted in affirmative by all members present.

 

·               Minutes – Review November Meeting Minutes

Accepted corrections

·               Chairmanship & Member Duties Discussion—No action, members agreed to remove from agenda.

·               Budget & Expenditures – Update on 2008 Budget; 2009 Budget Discussion – No action

·               ZBA – No September meeting. Meeting on 9/12/2008. Ray Shea is the only item on the agenda for Tuesday. Bill will be going to PB meeting.

·               Planning Board – Wed sub-committee TDC. Reviewed minutes from last meeting. Next meeting December 17. 

·               Provost Subdivision – EPA has not approved the development. Tracy Tarr informed us (WCC) that the EPA had not approved the plan. Spencer asked that it be entered into the minutes that no member of WCC contacted EPA. Members concurred and so entered.

·               Natural Resources Inventory (NRI) – Meeting called to go over maps NRI David McGraw, of the Society for the Protection of New Hampshire Forests, with on Dec 15th at 7:00pm at the Town Hall. Spencer asked David that a final bill be presented next Monday. Lynn made a motion that if the bill is within the budget and is the final bill that we authorize payment. Bill seconded motion. Voted in the affirmative by all members present. Discussion was held about where the maps should be kept.  WCC Members will decide after the meeting Monday night.

·               Violations & ComplaintsA&T Forest Products; Excessive Vehicles on Properties; (Lot F-170)--No action

·            McKay Dredge & Fill Request – Spencer asked for a vote of support to inform EPA of McKay.

Motion:

“That we authorize Spencer to communicate with EPA regarding violation on McKay’s property (lot C-43).”

Les made a motion, seconded by Bill:

It was noted by Lynn during the discussion that: “This has been discussed for several years.”

Motion voted in the affirmative by members present except Bart, who abstained from vote as he is a neighbor.

·               Open Lands – Update; Next Steps No action

·               Local Open Space

·            Wilton-Temple Community Farm, New Land on Abbot Hill Road – No update on grants. Lynn said that it was suppose to happen in November, but no word has been received.

·            Route 31 South Easement – Walked by Les and Spencer—report due

·            Fox Howe Easement – Report due by Spencer

·            Hoover Easement – Les walked, found no problems—report due

·            Frog Pond – Dam Project Progress Needs to be reseeded next year. Spencer needs to get final report.

·            Carnival Hill – East slope needs drain work. Need grant to correct drainage. We need a status report on report from engineer by the end of the year.

·            Carnival Hill Community Garden – Closed for year.

·            Four Corners Farm – Tree house should be removed by neighbor who built it by December 13th

·            Burns Hill Road Town Forest – Signage Discussion

·            Wegener Memorial Woods on Potter Road – No action

·               Trails – No action

·               Miscellaneous – including but not limited to:

-          Souhegan Watershed Association –

-          Souhegan River Local Advisory Committee (SoRLAC) –Question about plowing snow now that the lot 51 has been converted to a park. Can’t be plowed into the river. After discussion, no solution was found and no action taken.

-          Regional Open Space Team (ROST) – Update 

-          Souhegan Valley Land Trust (SVLT) – Update
