Wilton Conservation Commission – Minutes of 09 January 2006

 

 

Present:  Les, Spencer, Laurence and Alan.  Lynne absent.

 

 

  • Review Minutes:  Minutes of 12 December 2005 were not available for review as Lynne (minutes transcriber) was absent.

 

  • 2006 Budget:  Spencer will meet with the Budget Committee on 17 January to present our proposed 2006 Budget.

 

  • Planning Board:  Spencer and Lynne have attended Planning Board’s meetings regarding ordinance changes and have given input on both the driveway regulation and the new gravel pit ordinance.

 

  • DES Hearing of 15 December 2005 regarding Granite State Concrete (unpermitted generator on site):  No answer from DES at this time.

 

  • Violations and Complaints: 

-         Wilton Water Commission:  Cut and sold timber on Route 31 South by the Town Well.  Les inquired if they got permits and paid timber tax.

-         McKay:  Board needs to draft letter regarding our concerns.  Spencer to talk to Planning Board.

 

  • Trails:  No activity. 

 

  • Four Corners Farm:  Tom Sloan from USDA walked the site with Spencer to handle the monitoring of the USDA easement.  They noted their concern for a gas tank on the site and how the fuel transfer is handled.  A pile of tires needs to be disposed of.  Tom told Spencer that grant money may be available to create better drainage for the cattle holding area. 

 

  • Carnival Hill:  Spencer received a call from Bruce Rafter of the Wilton-Lyndeborough Winter Wanderers Snowmobile Club about the “No motorized vehicles” sign.  Spencer told him that pertains to wheeled motorized vehicles such as ATVs, not to snowmobiles. 

 

  • Frog Pond: 

-     Spencer has the sign for the gate; will put up after winter is over. 

-         Alan stated he has seen ATVs coming on to the property from the Milford side.

-         Les and Spencer will meet Alan up there at 9:00 AM, Thursday, 12 January, to review brush cutting along the pond and the bridge.

-         Two invoices were presented:  (1) for $1,000 for partial payment of the dam brush removal, and (2) for $63.90 for materials for the permanent spillway. Moved by Spencer, seconded by Les, to pay the bills.  Motion passed unanimously.

 

  • NRI: 

-         New maps added to the NRI are Historic/Cultural/Recreational Features Map; Absolute Constraints and Developed Lands Map; and Partial Constraints and Developable Land Map.

-         An invoice was received from Jon Sargent for ink cartridges and paper used for his wildlife inventory and photos report.  Moved by Les, seconded by Alan, to pay the invoice.  Motion passed unanimously.

-         Ben Holt Property:  Jon’s report states that he found a lot of activity up there, including mink, bobcat, deer, and coyote.  The areas along the wetlands are especially active.

-         Jon stated his concern that people would start trapping in these areas if/when the wildlife inventory information becomes public.

-         Todd Szewczyk, local Fish & Game Officer has also noted that bobcat are becoming more abundant in this area of southern New Hampshire.

 

  • Hoover Easement:  Spencer will be speaking with Mr. Hoover’s lawyer this week.
