• Review Minutes: Draft minutes from January and February were not available for review.
• 2006 Budget: Reviewed budget information as printed in the 2005 Town Report.
• ZBA: Nothing of importance to WCC.
• Planning Board:
- New Spartan Properties/Quinn Subdivision off Abbot Hill/Abbot Hill
Acres Road/Proctor Road. Spencer received a petition from the abutters
to this subdivision, stating they do not want a snowmobile trail on the
property. The land under the power lines is PSNH land (or easement)
and as such is not public land so there can be no formal trail there.
So, contrary to our original understanding with Mr. Quinn, there will not
be any trails (multi-use or Corridor 13 snowmobile trails) there or on
the common land. Also the 14.75 acres which we understood from our
original meeting with him would likely be given over to the Town or Conservation
Commission, is going instead to be common land owned by the homeowners
association. After much discussion, Les and Laurence suggested that
we take the riparian way trail down to the river as offered to us and leave
it at that.
- Pike Quarry: Lyndeborough Conservation Commission sent a letter
to Planning Board regarding green water at Pike, apparently a release of
sediment/impounded water. Planning Board will write to DES.
We should follow this.
• DES Hearing of 15 December 2005 regarding Granite State Concrete (unpermitted generator on site): Still no answer from DES at this time.
• McKay Dredge & Fill Permit: Spencer handed out information on Wetlands Permitting for Construction and Maintenance of Ponds. Les stated that that area is Soil type #197, and is a freshwater marsh. We would need to see an approved design from the Water Resources Board.
• Frog Pond:
- Alan stated he has finished brushing out the spillway. While
he was doing that he noticed that there is a pipe in the dam which is broken
and not flowing; that should be fixed. He also said that opposite
the breach, the beavers have put a plug in there. One pile of brush
is burned. The field edging is done and the field looks good.
He also closed the gate at the bottom of the hill on the Maple Street entrance,
now that winter is over and snowmobiles don’t need access. The access
road off of Whiting Hill Road is all brushed out. That gate is in
bad shape and the hinges are broken. There is also a spot that needs
a culvert (about 10” culvert).
- Need to talk with Selectmen about Mark Gabel’s vehicles. It
appears he has more than the allowable amount. Selectmen should write
a letter.
- Alan presented his bills. (1) $370.00 for burning and
clearing brush; and (2) $2,000.00 for the field edging (this is the money
that will be reimbursed by the Fish & Game grant). Spencer moved
that we pay Alan the $370.00 out of the Frog Pond acquisition fund balance,
and since the $2,000.00 meets the specifications of the Fish & Game
grant for 1830 feet of field edging, that we pay that as well. Seconded
by Les. Passes unanimously.
• Four Corners Farm: The abandoned vehicles have been removed from the property. Whether the asbestos has been removed is still a question. Spencer will look into it.
• Carnival Hill: Alan stated that he was up there recently and noticed that someone tried to take a pickup truck up the hill, through the spot where the stone barrier should go. Spencer will talk with Steve Elliott and see if we can either get stones in there or possibly the big timbers as discussed previously. Les moved that we spend up to $500 to put stones or timbers to create a barrier so motorized wheeled vehicles cannot gain access to the hill from the parking lot. Seconded by Lynne. Passed unanimously.
• NRI: Still working on updates to various maps.
• Hoover Easement: Spencer met with SPNHF today and learned that since we are in the Souhegan River area, and the Souhegan River has been designated for protection, SPNHF may now be interested in re-looking at the Hoover property. In the meantime, Spencer will continue to work with Mr. Hoover’s lawyer to see if we can come to an agreement on the proposed easement. They do not like NEFF’s language and are not interested in an easement with SVLT; they want the Town to take the easement. Unless we can get some more teeth into the enforcement provisions, it will be an unenforceable easement and as such would not be very valuable in terms of all that land being in the watershed needing protection.
• Miscellaneous:
- Regional Open Space Team: ROST is walking the Frog Pond trail
to map it and show how to use GPS. The date is April 14. There
may be a trail with parking on the Edna Stephens property; SPNHF holds
and easement or owns that land? Try to find out; ask Mark Whitehill
as he put his abutting land under easement. This Friday at noon Spencer,
Andy Roeper and Jon Nute are walking the Curtiss Dogwood Reservation on
Whiting Hill Road to try to get an idea of whether there can be a trail
on this land, and if so, how it can be thinned out of the overgrowth.
- Local Open Space: Two families have contacted WCC regarding
possible interest in conservation easements. We will stay in contact.
- Souhegan River Local Advisory Commitee: The Instream Flow Study
is close to being finished. There will be a presentation at the Milford
Town Hall in May.
- “Saving Special Places” Conference. Spencer, Les and Lynne
will attend. Pay your own way and be reimbursed upon presentation
of proof of payment.
