SELECTMEN’S MINUTES

Date:  December 20, 2010
Time:  6:30 pm
Place:  Town Office
Present: Selectmen Richard Rockwood and Steven McDonough and Recording Secretary Pamela Atwood.  Chairman Condra was not present.

Selectman Rockwood called the meeting to order at 6:30 pm.

Selectman Rockwood proceeded to the fuel bid openings.  No bids were returned and 2 companies contacted by phone verbally declined to bid.

Chief Hautanen attended the meeting to report on the work recently completed at the Police Station.   Brent reported it took 3 weeks to complete the insulation project and he showed the Board before and after photos.  The Chief stated he was very happy with the results.

Next Chief Hautanen presented the numbers he had put together for a possible regional prosecutor position.  The towns of Lyndeborough and Mont Vernon have shown interest in using a regional prosecutor.  Office space for this position was also discussed.

Dan Donovan attended the meeting to draw a winner for the rocking horse that was being raffled off by the Heritage Commission.  The House by the Side of the Road was the winner.  Dan stated that $321.00 had been raised in the raffle.

Selectman Rockwood opened up the meeting for questions.

Selectman Rockwood answered questions about the logging operation taking place near the reservoir.

Selectman Rockwood answered a question regarding the status of the Fire Station bids.  He stated that the bids would be opened on January 6, 2011 at 2:00 P.M. in the Selectman’s Office, and that it was open to the public.

Selectman Rockwood explained to Selectman McDonough why we wanted to change the completion date for the reval from August 1, 2011 to October 1, 2011.

Motion:  A motion was made by Selectman Rockwood and seconded by Selectman McDonough to extend the completion date for the reval to October 1, 2011.  The motion was followed by a unanimous vote.

Next, the Selectmen discussed the acceptance of Carriage Hill Road as a town road.  Selectman Rockwood suggested waiting for the engineer to check that the road is up to specifications.
Motion:  A motion was made by Selectman Rockwood to conditionally approve Carriage Hill Road as a town road upon final approval from the engineer.  The motion was seconded by Steve McDonough followed by a unanimous vote.

Next there was a discussion about the sidewalk on Park Street which led to a discussion about the drainage issue in the village.  Also discussed was the $10,000 engineering study being proposed by the Road Agent.

The Selectmen confirmed that the business portion of the Town Meeting will be held on Thursday, March 10 at 7:30 P.M.

The submission of items to be included in a possible dog ordinance will be taken up next week.

The Selectmen gave an update on the Old Reservoir dam; saying that Wright-Pierce and the DES will review results from an elevation study to determine if the dam can be re-classified as non-menacing.  The Selectmen have until February to submit warrant article(s) for the dam.

The new flower shop on Main Street was discussed.
Motion:  Selectman Rockwood made a motion that the Works of Heart Flower Shop can open for business and submit site plan approval within 60 days.  The motion was seconded by Selectman McDonough.  A vote with all in favor followed.

Selectman McDonough updated Selectman Rockwood on the status of his meetings to get prices for upgrades and repairs in the Town Hall.

Jeff Kandt asked the Selectmen to consider storage options for the new projector purchased by Planning but available for use by any Department Head.

It was suggested that a committee be formed to go through and dispose of any unwanted files in the storage rooms.

Steve Elliott will be asked to give the Selectmen a cost estimate for signage at Carriage Hill Road.

Payroll was approved.
One veteran’s exemption was signed.
The correspondence was looked at.
Bills for the week were approved.

After more discussion about the drainage issue the meeting was adjourned at 8:00 on a motion made by Selectman Rockwood, seconded by Selectman McDonough followed by a vote with all in favor.
