Stephen Hamilton, Director of Property Appraisal, David Cornell, Joanne Tramontozzi, and Greg Heinz from the NH Department of Revenue and Town Assessor Todd Hayward attended the meeting to discuss the process of statistical update revaluation as required by the Department of Revenue and the Assessing Standards Board. Discussion ensued as to the requirements of a “Statistical Update”, which means to maintain proportionality by analyzing market sales throughout the entire municipality to identify and implement needed value changes to the affected areas or classes of property. Selectman Rockwood stated that he did not feel that this process required a field review because 20% of the town parcels had been visited over the past five years. Mr. Hamilton stated that field reviews are not mandatory but serve as means to verify the information that is on record is correct. It was agreed that sale properties need to be measured and visited. Also agreed was part of the process is having informal hearings and sending out notices of values to owners. DRA stated that the 20% that have been looked at are only that not having applied new rates based.
Discussion ensued as to what will be done in the next few years. Selectman McDonough stated that he wanted to be sure that he is clear on what is required and what Todd had stated he would do. Discussion ensued as to the value of a field review on the total reval process. It was decided that an RFP will be sent out this week and help is needed, the Department of Revenue could be called. Dick would ask that people answering the RSVP break down the hourly rate based on the sales, public hearings and field reviews.
Todd then informed the Board that the sales analysis had been completed and had been submitted to DRA. The Board signed the 2010 Equalization Municipal Assessment Data Sheets Certificate to be sent to DRA also.
Wilton resident, Mr. Weeks stated that he was at the meeting to present his position on the possible adoption of a dog barking ordinance. He stated that his neighbor is breeding German Sheppard and they are barking at all hours. Discussion ensued as to what would be included in an ordinance. Mr. Weeks was asked if he would like to write such an ordinance and the Board would consider it. He stated that he would.
Mr. Charmers wanted to discuss the issue of the need to have a special election due to the vacancy created by the resignation of House of Representative Robert Mead. Mr. Charmers is requesting that the Board look at the situation and if there is the need, the Board ask the Governor for permission. If one town requests a special election, then all five towns represented need to ask also. Bill had a conversation with the town manager of New Boston and he had asked if the town of Wilton would send a letter to the Governor.
Motion: Selectman Rockwood made a motion to petition the Governor and Governor’s council to have a special election to fill the vacancy created by the resignation of Representative Robert Mead. The motion was seconded by Selectman McDonough and passed unanimously.
Motion: Selectman Rockwood made a motion to pay Rick Phelps the remainder of his contact in the amount of $4,650. The motion was seconded by Selectman McDonough which passed unanimously.
Board signed the Warrant for the Fall 2010 property tax.
Steve reported that he had met with Therrien Roofing and he had an understanding that it would not be as costly as the estimate had come in. It was agreed that the work on the roof that is planned will be completed this year and that next year proposed repair money be spent on the court room repairs.
A letter from Engineer Pat McIlvanie of Wright-Pierce concerning the old Wilton Dam was reviewed. She stated that they were not able to find the elevations of the Para land. The Board agreed to ask Monadnock Survey to give a quote on doing the required work.
The bills and payroll was reviewed and approved. Correspondence and informational material was reviewed.
The meeting was adjourned on a motion at 8:25, with all in favor.
