SELECTMEN’S MINUTES

Date:  July 12, 2010
Time:  6:30 pm
Place:  Town Office
Present: Selectmen William Condra, Richard Rockwood and Steven McDonough and Recording Secretary Pam Atwood

The meeting was called to order at 6:30 P.M.

Chief Hautanen attended the meeting.  First he told the Board about a bug infestation at the Police Department.  Discussion continued on this item with the Chief suggesting possible solutions and the costs.

The next item of discussion was about people who come to Wilton to sell goods door-to-door without a hawkers or peddlers license.  Brent would like to have a town an ordinance requiring them to pick up a peddlers license at the Police Department.  There was more discussion on the issue.  Brent will do research and come back to the Board with a draft ordinance. The Board noted that they would be in favor of such an ordinance.  A Public Hearing would be necessary to accept it.

Chief Hautanen then discussed the Milford District Court closing.   As it stands now, the State will close the Court by Aug 2 and dissolve Milford District Court in 2012-2013 moving it to Merrimack.  There was further discussion about the impact closing Milford District Court will have on Wilton.  Brent was asked to look into the possibility of hiring a town prosecutor. Selectman Rockwood has been talking to Milford’s Town Administrator about how to best handle the situation.  Discussion ensued about budgeting the additional costs to go to Merrimack.

John Shepardson attended the meeting to request a letter from the Selectmen asking to waive the fee for the appeal that John will file with the ZBA regarding the Horsley property.
MOTION: Selectman Rockwood made a motion to waive the fees; Selectman McDonough seconded it followed by a unanimous vote.

The Board also agreed to waive the fees for Habitat for Humanity.  Habitat for Humanity has applied for a building permit for a lot on Russell Street.  It was noted that the fees can be issued then waived.

Chairman Condra asked resident Linda Goinsalvos if she would like to be heard.  She said yes and told the Board about her concerns with the assessment on her property. Selectman Rockwood gave Mrs. Goinsalvos some assessing background.  The discussion then turned to the water problems she has had since the 2007 floods.  She feels she has no protection from future flooding unless the Town will do something.  There was discussion among the Board with Selectman McDonough comparing this request to a recent request from a resident asking the Town to take care of a culvert on private property.

The next topic was a request for a new all-in-one printer/copier for the Welfare Department as replacement for the broken copier.
MOTION:  Selectman Rockwood made a motion to purchase the new printer. Bill seconded the motion with a vote all in favor.

Kellie Boissonnault asked to be heard next.  She wanted to follow up on the discussion she had had with the Board earlier in the year regarding Fire Department training. After much discussion Selectman Rockwood stated that we would look into the training of Wilton’s firefighters.

Charlie McGettigan asked the Board for permission to use certified flag people for the upcoming sewer project on Island Street.  Charlie stated a cost savings to use certified flaggers as opposed to Police Officers.  The Board agreed to Charlie’s request.

A quote from Therrien Roofing was discussed and put on hold until further information is made available.

Chairman Condra notified the Board that he will not be at the next meeting on July 26th.

The subject about timely posting of meeting minutes was discussed.  It was agreed that the Selectmen’s minutes are always available in the required timeframe for anyone to come in to look at.

One veteran’s credit was approved.

The Selectmen reviewed payroll, bills and the informational material.

Selectman Rockwood told of his plan to meet with a representative from Wright - Pierce who is coming to inspect the dam.

One abatement request was approved.  The other abatement request was questioned by Selectman Rockwood.  He suggested that the Assessor needs to show more proof of how the property in question was damaged.

Chairman Condra and Selectman Rockwood agreed to attend the ground-breaking ceremony for Habitat for Humanity on August 7 at 9:30 A.M.

The bill for the NRPC annual dues was presented.
MOTION:  Chairman Condra made a motion to pay the annual dues in the amount of $3,117.00 seconded by Dick followed by a vote with all in favor.

Selectman Rockwood discussed the timeframe on the Recycling Center issue.  He suggested telling the State that we don’t have the money this year but will put it in next years’ budget.

The meeting was adjourned on a motion with all in favor followed by a unanimous vote at 8:31 P.M.
