TOWN OF WILTON
SELECTMEN’S MINUTES
Date:  June 14, 2010
Time:  6:00 P.M.
Place:  Town Office
Present: Chairman William Condra, Selectmen Richard Rockwood and Steven McDonough and Recording Secretary Pam Atwood

The meeting was called to order at 6:00 P.M.

Chairman Condra explained that the purpose of this special meeting was to discuss the issue of funding the Milford District Court. The State has decided to close Milford District Court and 3 other area courts as of June 30, 2010.  The towns affected by this decision have the option of paying a “use” based share to keep the Milford court open.  Money has not been funded by the State for the rental of the building or the non-personnel operating costs for fiscal year July 1, 2010 through June 30, 2011.

Chief Brent Hautanen attended the meeting to share his opinion of the situation.  He noted that the towns have been given very little time to respond.  He has already scheduled arraignments for July at the Milford Court.  He spoke of the time and additional overtime costs if he were to have to travel to Merrimack.

Selectman Rockwood has been in touch with Guy Scaife, Milford Town Administrator.  Mr. Scaife has been doing a lot of research and number crunching, including estimation of the costs to operate out of the Merrimack District Courthouse.  There are 7 municipalities affected by the possible closure of the Milford District Court.

There was much discussion concerning possible locations to move the court to. Selectman Rockwood noted that the Draper building would have been the answer.

Chairman Condra said that this discussion would continue later and asked if Sara Spittel would mind giving her presentation on the Library next.

Sara attended the meeting to keep the Selectmen up-to-date with the Library. The Library had a 35% increase in circulation last year and that number is staying steady this year.  She spoke about story time at the park, museum passes, grants which have been applied for and approved, and a tree planting ceremony that will be held next Wednesday.

There was some discussion on the decision to have Matt Fish do the grading work at the Library as opposed to the Highway Department.

The Selectmen thanked Sara for her presentation.
 
The discussion was continued regarding whether or not Wilton should pay its’ share of $11,037.86 to keep the Milford District Court running for fiscal year July1 – June 30, 2011.  Selectman Rockwood stated that the 11k would not be bad for the fiscal year but if Amherst chose to go to Merrimack then the remaining towns would have to pick up their share.

MOTION:  Selectman Rockwood made a motion to have Wilton stay in Milford and to communicate to Guy Scaife that Wilton is willing to stay on with the Milford District Court from July 1 to December 31, 2010 - for the coming 6 months. Selectman McDonough seconded the motion which passed with a unanimous vote.

It was decided to wait and see what happens with the other towns before discussing what to do if any of the other towns do not go with the plan.

The next item that was discussed was house numbering for 9 Dale Street.  It was brought to the Selectmen’s attention that the building is not properly numbered, making it difficult and dangerous for emergency responders to locate the building and the correct apartment.  The Selectmen will send a letter to the property owner requiring proper numbering.

One Intent to Cut notice was approved.
Payroll for the week ending June 12, 2010 was approved.
The manifest for the week and meeting minutes were signed.
A letter to the DRA stating that we don’t use the PA-28 Inventory form any longer was signed.  Selectman Rockwood noted that he wishes we still used that form to gather information.

Selectman Rockwood will not be at next Monday’s meeting.

Selectman Rockwood requested that the State Forester be called in to look at a property where he believes someone is cutting without the required permit.

Next Joe Torre spoke about the great job done by the Highway Department and Brox Corporation on Burton Highway.  The job came out great and there was very little disruption during the whole process. Joe stated that he doesn’t think the Highway Department gets enough recognition for the good quality work they do.

The meeting was adjourned on a motion with all in favor at 7:15 P.M.
