TOWN OF WILTON
SELECTMEN’S MINUTES

Date:  May 17, 2010
Time:  6:30 pm
Place:  Town Office
Present: Chairman William Condra, Selectmen Richard Rockwood and Steven McDonough and Recording Secretary Pam Atwood

The meeting was called to order at 6:30 pm.

Jane Farrell attended the meeting to discuss deeding issues.  Dick suggested the discussion be held in a non-public session as property owners’ names will be discussed.

MOTION:  Chairman Condra made a motion to go into non-public session per RSA 91-A3, II c, seconded by Selectman McDonough, followed by a vote with all in favor.

The regular meeting was re-adjourned at 6:55 P.M.

Chief Hautanen attended the meeting to have the Selectmen sign the paperwork for the DWI grant.

Next Brent discussed a conversation Matt Fish had with him regarding the policy on the Police Department private details.  Matt requested that when the Police are doing a detail for a business that they charge only a 3 hour minimum instead of the current 4 hour minimum.  Discussion ensued.  Chief Hautanen noted that Wilton is at the lower end of the scale compared to other towns for detail, but that he was not opposed to lowering the minimum for local businesses.  The Board suggested that Brent talk to his officers and get their feedback on possibly lowering the minimum hours.  Brent suggested Matt could come in to discuss this item with the Selectmen. Chairman Condra voiced his opinion that he was not necessarily in favor of changing the minimum. Selectman McDonough suggested that the item be tabled until Brent can talk to his employees.

There was a short discussion on the energy audit and work to be done at the Police Station.

The next discussion was about a resident who called the Town Office to request that her son’s birthday party be held at Carnival Hill.  It was noted that the WJAA schedule needs to be considered as baseball and softball games will likely be going on at the same time as the birthday party.  The resident will be asked to call Ellen Tremblay who manages the schedules for Carnival Hill.

Gary Zirpolo submitted a letter requesting that the week of May 16-22 be designated as EMS Week in Wilton. The wording that would be used for the proclamation for this week was discussed.
MOTION:  Dick made a motion to designate the week of May 16-22 as EMS Week in Wilton, seconded by Steve McDonough, followed by a vote with all in favor.  Bill Condra will call Gary Zirpolo to set up a meeting to write up the proclamation.

The next item on the agenda was the Recycling Center operating permit. Selectman Rockwood discussed a letter received from DES.  Apparently the Town has never had a permanent operating permit for the Recycling Center; it has been running on a temporary permit since 1979. The letter from DES will be looked at again next week.

Dick informed the Board that after the new swipes are taken at the Recycling Center he will meet with Rick Phelan to put together the permit to get rid of the incinerator.

Selectman Rockwood informed the Board of a Water Department meeting he attended where discussion involved the hourly rate charged when work is done by the Highway Department.  Dick suggested using $30.00 per hour which was determined by using an average rate and adding enough money to cover the cost of benefits and vacations, etc.  Discussion continued regarding billing issues and other issues involving the Highway Dept. and the Water Dept.

MOTION:  Selectman Rockwood made a motion to charge all Town departments $30.00 per hour for work done by the Highway Department.  Steve McDonough seconded the motion, which passed unanimously.  It was noted that this rate is for all departments.

The next discussion was about the Library lawn which was recently hydro-seeded by Matt Fish.  Charlie McGettigan gave some history including how things worked before the Cemetery Board of Trustees was formed.

A road closure request from a Putnam Street resident was received asking to close Putnam Street on Saturday, July 10 for a street party like they did last year.
MOTION:  Dick made a motion to allow the road closure on Putnam Street on July 10, seconded by Bill, followed by a vote with all in favor.  The resident, Mr. Gill, must notify the Police Department and Fire Department of the event.

Charlie McGettigan notified the Selectmen about a meeting he had just learned of which would be taking place the next morning to discuss the water rates and the billing system for water bills.  Mr. Rockwood stated that he would plan on attending this meeting. Charlie also discussed the dam inspection that was done between Brian Desfosses, Dam Safety Engineer and Jim Tuttle.  Dick stated that he has reminded Mr. Desfosses that the Town owns that dam.

A motion was made by Bill to end the meeting at 7:42 pm seconded by Steve followed by a unanimous vote.
