SELECTMEN’S MINUTES
Date:  February 1, 2010
Time:  6:30 pm

Present: Selectmen Daniel Donovan, III, William Condra and Richard Rockwood and Recording Secretary Peggy Arn

Jeff Kandt, Chairman of the Planning Committee attended the meeting to further discuss the impact Fee study.  He had gotten more information from the Consultant he had previously discussed the issue with.  It is his understanding that offsite fees could also be charged in addition to impact fees.  Most towns that have impact fees do not find accounting procedures to be a problem and are done by a staff account and generally are not an issue.  Impact fees could also be paid with a bond which would not have to be recalculated ever few years.  If no work has been done that was used to calculate the fee, it possibly could be refunded.  Detail of who has paid and what was included in the impact fee should be kept by town staff.  A suggestion by the consultant was that the study could be done in phases.  He would review his progress with the Selectmen and or Planning Board in different phases of the study to see if the result would be applicable to this town.

Discussion ensued as to the Master Plan and the CIP and when they are updated.  It was agreed that changes could be made at any time during the year.  Projects that are used for the amount of impact fees should be reasonable and not inflated.  Board agreed that they would support looking into the study.

Doug Nelson asked if he could have some temporary reserved parking for Valentine’s Day.  Parking has become a problem due to the success of the weekend matinee attendance.  The Board agreed to approve temporary parking signs for 4 days for the Valentine’s Day business.

Gary Zirpolo attended the meeting to discuss the ambulance.  Last Tuesday, Gary went to Temple to discuss the dispatching cost due to the toning requirements.  They are concerned about the issue of the amount asked for the capital reserves for a new ambulance in 5 years.  Temple stated that they prefer to maintain their own capital reserves.  They also feel they have not been informed on a timely basis of budget meetings.

Chairman Donovan stated that the contract that they signed last year is not what they are asking to sign this year.  They wanted assurance that if they were going to contribute to an ambulance, that the town would stay in the ambulance management.  Selectman Rockwood is concerned that if they don’t stay with Wilton Ambulance, they won’t contribute to a new ambulance in 5 years.  Gary suggested that the two Boards should get together and discuss the issue of Capital Reserves.  The issue is the Town of Temple putting the money for reserves once a year or at the end of 5 years.

Gary asked if the reserve amount on the 2010 budget for Temple be taken off.  The Board agreed that they would meet with the Temple Board of Selectmen to discuss the 2010 budget and contract for the ambulance.  Peggy will set up a meeting for tomorrow evening or as soon possible.

One property abatement was reviewed and approved.

One Warrant for a Current Use Exiting penalty was signed.

The bills and payroll for the week ending January 30, 2010 were reviewed and approved.

The meeting was adjourned on a motion, with all in favor, at 8:05 PM.
