TOWN OF WILTON
SELECTMEN’S MINUTES
Date:  September 8, 2008
Time:  7:00 pm
Place:  Town Office
Present: Selectmen Richard Rockwood, Daniel Donovan, III and William Condra And Recording Secretary Peggy Arn

1) Maurice Guay attended the meeting to inform the Board that there has been a complaint about the burning of brush at the Recycling Center.  After a discussion, the Board and Maurice agreed that they need to go back to closing gates during closed hours and keep the center open a full day on Thursday.   Notice will be given the member towns and notices placed in the paper.

2) Dominique Posh attended the meeting to voice her concerns about the smoke that the incinerator at the recycling center produces.  Chairman Rockwood explained that we are operating under the Department of Environmental Services requirements.  Also that the state is going to require the incinerator to be closed in 2010.

3) Town Administrator Guy Scaife and Bill Ruoff, Director of Public Works from Milford came to the Board meeting to discuss issues between the two towns on Isaac Frye Highway.  Mr. Scaife gave the Board a brief background on what the problems are and what has been to date.  It was noted that one issue is the storm runoff that produces sedimentation release and erosion.  Mr. Scaife presented the Board with a letter that was prepared by CLD Consulting Engineers with recommendations they would make to correct the problems.  He stated that he would like the Board to study the letter and let them know what they decide concerning the recommendations.  It was noted that Wilton and Milford personnel have met in the past and both completed work that was done to correct the problem but the runoff still happens.  Chairman Rockwood stated that he appreciated the input from them and that the Board would certainly consider the issues and recommendations to fix them.  Highway Agent Steve Elliott stated that he had checked the area Sunday morning during the storm and did not see any sign of slit runoff.

4) Mr. Rockwood informed Steve that the painting of the red wooden bridge should be added to next year’s budget.

5) The bills and payroll for the week ending September 6, 2008 were reviewed and approved.

6) The correspondence and informational material was reviewed.

7) Selectman Donovan informed the Board that he had met last week with the members of the Recycling Center towns to discuss the issue of the incinerator and the daily operations.  Peggy informed the Board that she had talked to Barbara Dorfschmidt at DES and got clarification on the permitting process.  The state permit to operate the incinerator is due by December 2008 and will be good until 2010.  Because of new federal regulations that will be in effect this winter, there will be compliance certification due April 15, 2010 for the period 1/1/09-12/31/09.

The meeting was adjourned on a motion at 9:00 pm.
