1) Steve Elliott attended the meeting and asked if a non-public session could be called to discuss a personnel Matter per RSA 91-3,II (a).
2) Chairman Rockwood called the regular meeting adjourned and the Board voted to enter into a non-public session.
3) At 7:35, Chairman Rockwood called the regular Selectmen’s meeting to order.
4) Chairman Rockwood then asked Mr. Elliott if he had ordered the sign to be put on Duling Lane stating that it was a private drive. Mr. Elliott stated that he had ordered the sign.
5) The next issue discussed was that of two Class VI roads that could be subject to “Gates & Bars”. Two roads that a portion could have a gate put on are Putnam Hill Road and Old Country Farm Road. The reason this was suggested is to try to discourage dumping of trash and volume of traffic. The Board asked Steve to contact the owners to see if they would give approval for the town to put up some sort of gate and a sign stating that a portion of the road is subject to “Gates & Bars”. The gate would remain unlocked and the person opening it would have to then close it. Steve will report back to the Board on the issue.
6) Ray Fangmeyer of Label Art attended the meeting and presented the Board with a plan that he believes will eliminate the noise problem. He has met with an engineering firm and they have produced a plan to re-position the fans that he believes is causing the noise. They will add an amplifier that will direct the sound in another direction away from Edgewater. He has also agreed to meet with the residents of Edgewater and inform them of his plans.
7) Nicole Collin-Griffin, Steve Elliott and Brent Hautanen presented the Board with their concerns for pedestrian traffic to the public garden on Carnival Hill. It was noted that the corner on Whiting Hill is very dangerous. It was also noted that the sidewalk on Park Street has almost deteriorated since it is on a State Road, Steve will contact DOT to see if they would consider replacing the sidewalk. After a lengthy discussion of possible solutions it was agreed that the only way to make it any safer would be to stripe the sidewalk on Park Street and to stripe crosswalks on Whiting Hill and Hillside.
8) Wilton Resident Todd Szewezyk informed the Board that he has volunteered to work on the construction of two basketball courts at the Carnival Hill Athletic Field. The original plans for the fields submitted to the Planning board did reflect the construction of these courts. He stated that he was only in the planning stage of the project but Matt Fish had volunteered to dig some test pits in the area. He would like to know if the Board would approve. The Board approved his request.
9) Dan Zabara of the Temple-Wilton Community Farm attended the meeting to confirm that Attorney Will Sullivan would be the Closing Agent that would do the closing for the easement for the Grahams’ farm land. The Board confirmed that he is.
10) The Board reviewed and approved a proposed settlement for Mr. & Mrs. Rowe’s appeal for a new assessment.
11) The Board reviewed a letter that Mickey Pieterse had asked to be signed by the Board and after changes were made, the Board approved the letter for signature.
12) The Board signed a Petition & Pole License, a lien release, an application for Current Use and one Intent to Cut Timber.
13) The bills and payroll for the week ending May 10, 2008 were reviewed and approved.
14) The Board will meet next week and then will begin their summer schedule of meeting every two weeks starting June 2, 2008.
15) The meeting was adjourned on motion at 9:30 with all in favor.
