The Wilton Heritage Commission met at the Wilton Public Library on Oct. 17, 2006. The meeting was called to order at 7:30 pm. Present were Stanley Young, Michael Dell’Orto and Nancy Clark.
Commission members read a letter from Darrell DeTour, LCHIP Natural Resource Specialist, concerning a violation of the Easement agreement on the Four Corners Farmhouse property. An exterior rear staircase had been added without a building permit. As well, any alteration to the exterior of the farmhouse requires prior written approval of the Easement Holder and the Executory Interest Holder. Mr. DeTour pointed out that this apparent disregard of the easement could call into question the integrity and viability of all conservation easements, so it was important for the matter to be looked into. He offered the assistance of LCHIP and DHR in supporting the town’s response.
Stanley confirmed that there was no building permit on file. The question arose whether the fire escape was necessary and it was pointed out that every dwelling needs egress from two discrete exits. As well, Stanley has gone to the selectman about all of this, and they will pass the matter on to Silas Little. Further discussion raised questions of what happens when something is built without a building permit and it was agreed, there are retroactive remedies such as acquiring a permit after the fact and arranging for the inspection of the already completed work.
According to Mr. DeTour, Allen Brook in the Attorney General’s Office advised inviting Mr. Moheban, the owner of the Four Corners Farm property, to meet with the Heritage Commission so that the issue could be discussed and clarified and remedied in some agreed upon way.
Michael informed Commission members of a web site which provides information on stair specifications and, in general, standards for historic buildings. It is to be found at www.cr.nps.gov/standards.htm.
