The meeting was called to order on Tuesday, August 22, 2006 at 7:30 pm in the Wilton Public Library. Present were Stanley Young, Corinne Blagbrough, Phyllis Tallarico, Michael Dell’Orto, Don Channing and Nancy Clark.
The minutes for the July 27 meeting were read and approved. The treasurer reported a balance of $294.97. The amount of $382.50 was requested from the Town account to pay for one half of the delivered signs, with the balance to be paid out of the private account. The Treasurer’s report was accepted.
Doreece Miller will present the question of the placement of the Vale End Cemetery sign before the Cemetery trustees. The Heritage Commission suggests that the sign be placed on a post by the entrance to the cemetery. Placement of the County Farm sign has yet to be decided, pending input from neighborhood residents. The Davisville and West Wilton signs have not yet been installed.
The matter of Four Corner Farm is still pending; the house does fall within the sphere of the Heritage Commission’s interest in regard to exterior renovations.
Corinne brought an article from the 7/27/06 Milford Cabinet about the “National Heritage Area” program in which several area towns are participating (Amherst, Milford, Hollis, Mason, Greenville and Nashua). This program was brought to Wilton’s attention several years ago and Wilton decided to pass, reckoning it would “cost money” to take part.
Corinne also had the R.S.A. regarding stone walls. Commission members agreed to seek clarification from Concord to determine just what a body like the HC is empowered to do. As well, a town ordinance may be considered, dealing with such questions as whether it is a felony to steal a stonewall and can non-boundary walls be included. Also, should old stone foundations be protected?
Corinne also wondered whether Wilton would like to have a downtown Historical District and it was agreed that something of the sort should be considered in coordination with the ongoing Main Street improvements. Guidelines should be established, and a review process put into place.
