WILTON HERITAGE COMMISSION

MINUTES FOR JUNE 27, 2006
 

The meeting was called to order on Tuesday, June 27, 2006 at 7:30 pm in the Wilton Public Library. Present were Stanley Young, Phyllis Tallarico, Michael Dell’Orto, Corinne Blagbrough, Don Channing, Gail Hoar and Nancy Clark.

The minutes were read, corrected and approved. The Treasurer reported a balance of $657.47. The large signs for West Wilton and Davisville have been ordered (at $265 each) as well as two smaller signs for the Old County Farm and the Vale End Cemetery.

A letter was sent to the NH Division of Historical Resources in support of Andy’s Playhouse’s request for a “Moose Plate” grant for the repair of the bell tower of their building in Wilton Center. A letter was also sent to the Wilton Zoning Board of Adjustments stating the Heritage Commission’s opposition to the granting of a variance in the matter of the proposed gravel pit on the Kennedy property along the Isaac Frye Highway. As well, the Historic/Cultural Resources layer of the Natural Resources Overlay map has been turned in.

Stanley displayed photographs he took at Four Corners Farm. Comparison of the May ‘05 view with the April ‘06 view showed the addition of an exterior staircase to the farmhouse. Presumably, this was done in compliance with safety codes to provide access to a second floor apartment. It was agreed to inform Bill Condra of the Heritage Commission’s interest in the property; according to the terms of the easement, changes to the building are subject to design review. As well, the property owner will be reminded of the terms of the easement. In particular, it should be clarified how the owner’s compliance with safety codes can be reconciled with the Heritage Commission’s interest in the property.

Stanley reported that he had attended the hearing pertaining to a proposed subdivision off Dwight Road. The Bluhm family had expressed concern about the proposed development. As plans stand now, only a single house with access of Capt. Clark Rd. is being contemplated, however a developer may yet come up with bigger plans for the parcel of land in question. The Heritage Commission proposes to apply for Scenic Road status for Dwight Road, which would not necessarily stop development but will make sure that nothing can be done without a hearing. The Commission will also seek Scenic Road status for Stagecoach Road.
